Program Overview

The Office of Clinical Research at the National Institute of Mental Health is recruiting for a Clinical Informatics Applications Specialist to serve in the Clinical Trials Operations Branch (CTOB) at its Rockville, MD site. The Branch’s mission is to provide institute-wide coordination, project management and operational oversight to ensure and improve the quality, safety and efficiency of NIMH-funded clinical research. The incumbent will participate in the development and administration of informatics and database applications that support clinical research programs and operations, the development and revision of institute standard operating procedures (SOPs) related to inclusion, monitoring and reporting, and providing education and training to institute staff on this subject matter area. They will utilize communication and customer service skills to support users and to problem-solve technology. Additonal duties include, but are not limited to: conducting quality assurance/quality control activities on data and reviews and resolves data queries as needed; functioning as the consultant for eRA Federal grants management systems and the database of privately and publicly funded clinicalstudies; developing presentations and guidance documents, and providing training and education related to supported technology platforms; and contributing to the development and preparation of the triannual inclusion report.

Qualifications

To qualify for the Clinical Informatics Applications Specialist, GS-0601 position, you must have completed a Bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

To qualify for the GS-12 level, you must also meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing guidance in the development and administration of informatics and database applications to support clinical research programs and operations; advising on clinical research policies, procedures, and requirements; providing technical support and education for clinical database and informatics applications; and monitoring quality assurance and quality control activities for clinical research and data.

To qualify for the GS-13 level, you must also meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and administrating informatics and database applications to support clinical research programs and operations; interpreting and applying clinical research policies, procedures, and requirements,including inclusion policy for funded research; conducting analysis of business requirements to determine the most appropriate informatics applications based on objectives and constraints; and managing quality assurance and quality control activities for clinicalresearch and data.
