Program Overview
The National Institute of Mental Health (NIMH), a major research component of the National Institutes of Health (NIH), and the Department of Health and Human Services (DHHS), is seeking exceptional candidates for a Management Analyst (Emergency Management Contractor) position in the Office of Management (OM), Intramural Administrative Oversight Branch (IAOB). The IAOB provides administrative services in support of the Institute. The IOAB oversees property management, emergency management, and laboratory safety.
Position Overview
The contract Management Analyst (Emergency Management) primary responsibilities will include supporting the NIMH Emergency Management Team; participate in meetings and communicate with NIMH Occupant Evacuation Coordinators, NIH Division of Emergency Management, ORF Facility Managers, and other NIMH and NIH offices and staff to obtain, synthesize and share information related to emergency preparedness and actual emergency events. Responsibilities include risk analysis/mitigation, crisis communications, and continuity planning. Conducts emergency preparedness trainings for staff and orient new staff to NIH and NIMH emergency guidelines, policies, and procedures. This position also monitors and maintain an inventory of emergency preparedness supplies and resource information at designated locations for immediate access by designated response staff. Provide after-hours coverage (weekends or nights) to assist the NIMH during facility emergencies; report to the NIH campus to assist labs and ORF facility crew during facility emergencies, such as electrical power outages and building floods, to run extension cords to emergency power outlets and contact key lab personnel regarding the operation of their scientific equipment.
Qualifications
Candidates must possess a bachelor’s degree in an emergency management-related field (master’s degree is preferred). Education and/or experience in emergency management principles (e.g., response, recovery, preparedness, continuity of operations). FEMA training, emergency-related certifications, and project management are also desired. This position is subject to a background check.

The SOAR Contract is a non-personal services contract which provides critical services across all Institutes and Centers (ICs) at the National Institutes of Health (NIH). NIH requires qualified and experienced Contractor support on a full range of activities, including new and in-progress research projects, program deployment and implementation, and other activities necessary to conduct the business and fulfill the mission of NIH's biomedical research program. The SOAR Contract was awarded to 5 vendors with a 60-month period of performance.
